DISCUSSION / BACKGROUND
Applicant, Michael P. Mitchell, has submitted an application for a business license, doing business as Psychic Mystical Boutique. At this time, there are four active business licenses for fortunetelling in the unincorporated areas of El Dorado County. Mr. Mitchell is the holder of one of these licenses. The license was issued on October 12, 2017 and is still active in Placerville, doing business as Placerville Psychic.
Pursuant to Business License Ordinance 5.14.070, "No [fortunetelling] license may be issued without the express authorization of the Board of Supervisors."
Applicant was fingerprinted and cleared by the Department of Justice and the Sheriff's Department, pursuant to County Ordinance 5.14.070. Pursuant to the same Ordinance, the Sheriff's Department has filed and written a report stating no objection to the issuance of the business license to the applicant. (Attachment A to this item.)
The Treasurer-Tax Collector Department has reviewed the application and the Sheriff Department's recommendation and does not object to the issuance of the license.
