Title: Sheriff’s Office recommending the Board: 1) Approve and authorize the purchase of a Rook Armored Critical Incident Vehicle for a not to exceed amount of $520,000; 2) Find that, in accordance with Section 3.12.160. of the El Dorado County Ordinance Code, due to the unique nature of the property or services required competitive bidding is precluded; 3) Approve and authorize the Chair to sign the Federal Excise Tax Exemption pursuant to Section 4221(a)(4) of the Internal Revenue Code; 4) Authorize the Purchasing Agent to execute a purchase agreement contingent upon County Counsel and Risk approval; and 5) Approve the increase of the Rook from $500,000 to $520,000 on the FY 2022-23 Fixed Asset List using Supplemental Law Enforcement Services Account (SLESA) Special Revenue Funds for the increase in cost, with the budget adjusted to be made during the Adopted Budget process. DISCUSSION / BACKGROUND

The ROOK armored tractor is a heavy-duty industrial bobcat track operated tractor designed to transport personnel in or out of a tactical scene, as well as facilitate the movement of heavy items in or around a tactical scene, clear the area in and around a tactical scene, conduct the removal of fortifications, have the ability to introduce chemical agents into a structure, to conduct personnel or citizen movements, or aid in SWAT tactical actions via the armored platform attachment, to include civilian and officer rescue while increasing the safety of both staff and the community.  Protecting deputies allows them to contain the suspect and reduce the immediacy of the threat while communicating and de-escalating incidents. Crisis Negotiations Team (CNT) can operate from inside the armored vehicles during SWAT callouts where they communicate with the suspect and attempt to de-escalate the situation.

 

A specific benefit to the ROOK is that it there are multiple available attachments for the ROOK.  These attachments afford EDSO trained personnel different options remove barriers, breach openings, safely transport personnel, among other tools that that can be utilized in critical situations.  Ring Power is the sole manufacturer of the ROOK and has been in contact with EDSO personnel to determine the appropriate needs and attachments of the equipment.  Additionally, Ring Power staff will provide training to designated EDSO employees.  

 

Originally, EDSO budgeted $500,000 for the purchase of the ROOK to be offset by the one-time increase in funds received from the Shingle Springs Bank of Miwok Indians, however, given the increase of materials EDSO is requesting an additional $20,000 be transferred from the Supplemental Law Enforcement Services Account (SLESA) Special Revenue Funds for the increase in cost.  The budget adjustment to increase revenue from SLESA and increase appropriations in Fixed Assets will be made during the Adopted Budget process.

 

ALTERNATIVES

Not approving this purchase would continue to put EDSO personnel at increased risk during critical incidences.

FINANCIAL IMPACT
