DISCUSSION / BACKGROUND
On behalf of your Board, DMV levied a $1 per vehicle fee for fingerprint identification beginning January 1, 1998. Vehicle Code 9250.19 authorizes that the revenues generated by this fee be expended exclusively to fund programs that enhance the capacity of local law enforcement to provide automated mobile and fixed location fingerprint identification of individuals who may be involved in driving under the influence of alcohol or drugs or vehicular manslaughter or any combination of those and other vehicle-related crimes, and other crimes committed while operating a motor vehicle.

Resolution 010-2013, adopted by the Board of Supervisors February 5, 2013, suspended the collection of the $1 vehicle registration fee after determination from the Auditor-Controller, Sheriff, and County Cal-Identification Remote Access Network Board that additional funds for automated fingerprint identification services were no longer necessary.

Resolution 071-2016, adopted by the Board of Supervisors April 19, 2016, reinstated the collection of the $1 vehicle registration fee for automated fingerprint identification services.

The Sheriff and the Auditor-Controller have determined that the County does not need the revenues generated by this fee for the continued maintenance of its automated fingerprint identification services for at least one year.
