3) Authorize the HHSA Director, or the Behavioral Health Director, to execute further documents relating to Agreement 6416 including amendments, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement.

DISCUSSION / BACKGROUND:

The State of California Department of Health Care Services (DHCS) requires a Mental Health Plan provider in each county to be responsible for providing or arranging for the provision of Specialty Mental Health Services to Medi-Cal beneficiaries in their County. The Health and Human Services Agency (HHSA) contracts with DHCS as the Mental Health Plan (MHP) provider for the County of El Dorado which requires contracts with long-term residential treatment facilities and psychiatric facilities to ensure availability of services on an “as requested” basis, in accordance with Title 9, California Code of Regulations (CCR), Title 22 CCR, and California Welfare and Institutions Code, Division 5.

 

In this role, HHSA contracts with as many adult residential treatment facilities, on an “as requested” basis, as possible to ensure capacity and availability of services to support the movement of Behavioral Health Division (BHD) Clients from restricted living environments, such as in Psychiatric Health Facilities, to less restricted independent living in the community.  Those less restrictive facilities can be an Adult Residential Facility (ARF) or a Social Rehabilitation Facility (SRF), both of which are licensed by the California Department of Social Services. To meet the demand for Client ARF and SRF placements, HHSA contracts with facilities in and out of the County; however, bed availability is limited, which may result in long wait times for client admissions.

 

HHSA has identified A&A Health Services, LLC doing business as A&A Health Services, San Pablo (AAHS), as a licensed ARF provider located in San Pablo that serves qualified individuals from eighteen (18) to fifty-nine (59) years of age, with a focus on clients who need mental health supportive services.  AAHS strives to provide a homelike environment while providing structure, skill-building, mental health stabilization and recovery, healthy meals, recreational activities, and transportation services.

 

Pending approval of this Agreement for Services 6416, qualified BHD Clients will be admitted on an “as needed” basis, supporting HHSA’s need for available ARF and SRF beds.  The Agreement will be for a three (3) year term upon execution through August 31, 2025, with a maximum obligation of $3,300,000.

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.   HHSA has documentation on file that such a review was performed for Agreement 6416 with A&A Health Services, San Pablo.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would continue to provide services through existing contracts, however, HHSA clients may experience long wait times for an available ARF bed.

Approve as recommended.

 

FINANCIAL IMPACT:

There is no Net County Cost with this Agreement.  Services provided will be funded by State Behavioral Health Realignment. This funding is included in the Fiscal Year 2022-2023 Budget and will be included in subsequent fiscal year budgets through the term of the Agreement.
