Health and Human Services Agency (HHSA) recommending the Board:
1) Make findings that the provision of Adult Residential Facility services provided by A&A Health Services, LLC doing business as A&A Health Services, San Pablo are in the public's best interest and that there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the performance of the work in accordance with El Dorado County Ordinance Code, Chapter 3.13.030(B), El Dorado County Charter, Section 210(b)(6), and/or Government Code Section 31000;
2) Approve and authorize the Chair to sign Agreement for Services 6416 with A&A Health Services, LLC doing business as A&A Health Services, San Pablo with a not-to-exceed amount of $3,300,000 and for the term of three (3) years effective upon execution through August 31, 2025; and
3) Authorize the HHSA Director, or the Behavioral Health Director, to execute further documents relating to Agreement 6416 including amendments, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement.
FUNDING: 100% State Mental Health Realignment.

DISCUSSION / BACKGROUND:
The State of California Department of Health Care Services (DHCS) requires a Mental Health Plan provider in each county to be responsible for providing or arranging for the provision of Specialty Mental Health Services to Medi-Cal beneficiaries in their County. The Health and Human Services Agency (HHSA) contracts with DHCS as the Mental Health Plan (MHP) provider for the County of El Dorado which requires contracts with long-term residential treatment facilities and psychiatric facilities to ensure availability of services on an “as requested” basis, in accordance with Title 9, California Code of Regulations (CCR), Title 22 CCR, and California Welfare and Institutions Code, Division 5.
