Chief Administrative Office recommending the Board:

DISCUSSION / BACKGROUND

At the April Budget Presentation, the Board directed that the Chief Administrative Office “prioritize in the FY 2022-23 Recommended Budget funding for Arts and Culture El Dorado in the amount of fifty-cents per capita basis of the overall County population.”

On June 7, 2022, the Board approved the Fiscal Year 2022-23 Recommended Budget which included the $95,600 in funding for Arts and Culture El Dorado in the General Revenues and Other Operations budget. Staff have worked with Arts and Culture El Dorado to draft Funding Agreement 6806 that will provide the approved funding to Arts and Culture El Dorado. A funding agreement is required in order for the County to process the payment to Arts and Culture El Dorado.

 

Arts and Culture El Dorado will use the funding solely for the purpose of initiating cultural programming and promoting arts and culture with the County.  The funding will aid Arts and Culture El Dorado in cultural programming for veterans, students, families, artists and arts organizations, residents, and visitors; promotion of cultural events throughout the County; being an incubator for emerging arts groups; and offering gallery exhibition series. All events, programs, and services are open to the public and are free of charge. Arts and Culture El Dorado will make special efforts to ensure that cultural activities are located throughout the County, in all five supervisorial districts.

 

Approval by the Board provides the finding that a public benefit is derived from supporting Arts and Culture El Dorado, whose mission is to promote, connect, and empower arts and culture throughout the county, which is achieved by targeted programs and services, a vibrant gallery exhibition series, and a focus on initiatives which support and sustain the cultural life of the region.

 

ALTERNATIVES

The Board could choose not to approve the funding request, and no funding would be provided in support of these efforts.

FINANCIAL IMPACT

The Board of Supervisors allocated $95,600 in the Fiscal Year 2022-23 Recommended Budget in General Fund - Other Operations (Department 15) for Arts and Culture El Dorado. There is no additional impact to the General Fund due to the approval of this agreement.

Obtain the Clerk’s signature on Funding Agreement 6806 and forward it to Procurement and Contract for processing.
