DISCUSSION / BACKGROUND
Tentative Map TM 14-1522 / PD 14-0010 for the Bass Lake North project (Project) was approved by the Board of Supervisors on February 28, 2017. The Department of Transportation (Transportation) is recommending that the Board approve and authorize the Chair to sign the Off-Site Bike Path, TM 14-1522 / PD 14-0010, Road Improvement Agreement 22-55027 (Agreement), between the County and Toll West Coast LLC (Developer).

In accordance with the Conditions of Approval approved by the Board of Supervisors on February 28, 2017, the Developer shall construct a new Class I bike path along Bass Lake Road from Old Country Club Drive to Hollow Oak Road.

The work described in the Agreement is anticipated to start in the 2023 construction season, and onsite and offsite improvements are currently underway.

Section 12.08.155(A)(3) of the El Dorado County Ordinance Code requires that any party constructing an improvement in the County right-of-way with an estimated cost exceeding $100,000 enter into a road improvement agreement with the County. Approval of this Agreement will allow the Developer to make improvements as necessary to complete the project.

ALTERNATIVES
This Agreement is necessary for the Developer to construct the Off-Site Bike Path Improvements. If the Agreement is not approved, the Developer would not be able to construct the necessary improvements.
