DISCUSSION / BACKGROUND

The Mosquito Fire began on September 6, 2022, and caused the evacuation of residents in the northern area of the County. The Sheriff proclaimed a local emergency on September 9, 2022, and the Board ratified the emergency on September 13, 2022. Two emergency evacuation shelters were established at the direction of the Emergency Operations Center (EOC). Sheriff Deputies are not available to provide security to the evacuation shelters on a 24-hour per day, 7-day per week basis due to their other duties in responding to the emergency; as a result, the EOC has recommended contracting out for these services. The contracts were signed by the Chief Administrative Officer on September 10, 2022, under his authority as the Purchasing Agent. The contracts will provide for one professional, unarmed security officer at each shelter on a 24-hour per day, 7-day per week basis. There is no stated cap on the compensation under the agreements. The non-holiday rate is $75 per hour, which would provide about 20 days of services at the two shelters without exceeding the Purchasing Agent's authority. Board approval is sought as a precaution, in the event the evacuations orders extend beyond the end of the month and the Purchasing Agent's authority.

 

ALTERNATIVES

If the Board does not approve the agreements, security at the shelters would be compromised.

FINANCIAL IMPACT

This expense is eligible for federal reimbursement under the proclaimed local emergency and will be included in the claims submitted to FEMA. If the expense is not reimbursed, General Fund Contingency would likely be used.
