DISCUSSION / BACKGROUND
At the request of the Department of Transportation (DOT), the Procurement and Contracts Division issued invitation to bid 23-292-003 for the purchase of Washoe Sand. DOT purchases sand for application to County maintained roads during inclement weather.

The Invitation for Bids was posted on PlanetBids with sixteen (16) vendors notified, one (1) to a local vendor. One (1) qualified response was received, none from local vendors.

ALTERNATIVES
Without Washoe Sand there would be increased risk and expense for travel hazards incurred on County roadways. Additionally, there would be increased difficulty and expense in meeting the current regulatory permitting conditions and pollution control standards within the Tahoe Basin.
