Title

Health and Human Services Agency (HHSA) recommending the Board:

1) Approve and authorize the Chair to sign Funding In Agreement 6467 with Advocates for Human Potential, Inc. for the Behavioral Health Continuum Infrastructure Program (BHCIP), for a retroactive term beginning January 3, 2022 through December 31, 2022, in an amount not to exceed $150,000;

2) Authorize the HHSA Director, or the Director of Behavioral Health, to execute further documents or amendments that do not change the amount or term of Funding In Agreement 6467, contingent upon approval by County Counsel and Risk Management; and

3) Authorize the HHSA Director, or HHSA Chief Assistant Director, to further authorize or execute any required fiscal and programmatic reports.

 

FUNDING:   100% California Department of Health Care Services Behavioral Health Continuum Infrastructure Program Grant (BHCIP).

DISCUSSION / BACKGROUND:

In July of 2021, the California Department of Health Care Services (DHCS) was authorized through California Welfare and Institutions Code Sections 5960 - 5960.45 to establish the Behavioral Health Continuum Infrastructure Program (BHCIP) and to award $2.2 billion to construct, acquire, and expand properties and invest in mobile crisis infrastructure related to behavioral health. In partnership with Advocates for Human Potential, Inc. (AHP), DHCS is releasing these funds through six grant rounds targeting various gaps in the state’s behavioral health facility infrastructure. 

 

The County of El Dorado (County) Health and Human Services Agency (HHSA) submitted a plan and application for BHCIP Grant funding to DHCS, and DHCS awarded HHSA $150,000 to implement the plan. Upon receipt of the award notification from DHCS on February 24, 2022, HHSA began working with I.D.E.A. Consulting, via Agreement 5484 to provide assessment and community outreach to develop an Action Plan with goals, objectives, and strategies for building behavioral health facility capacity, which would include: identification of project lead; description of goals; time-oriented objectives and strategies; a description of the infrastructure barriers; strategies and solutions; an outline of partnerships for implementation; staffing plan strategies; list of required resources; and plans to acquire said resources. 

 

Allowable expenses under the BHCIP Grant funding include: staffing to facilitate and inform program planning and Action Plan development; consultant services to facilitate and inform program planning and Action Plan development; coordination with local and regional organizations to facilitate program planning and Action Plan development; equipment, supplies, and software to support program planning and Action Plan development; and community needs assessments to inform program planning and Action Plan development. 

 

DHCS contracted with Advocates for Human Potential, Inc. (AHP) to be the Administrative Entity of the grant agreement, and HHSA received the Funding In Agreement 6467 (7469 BHCIP-COUNTY OF EL DORADO HHSA-01G) from AHP in May 2022.  HHSA immediately began reviewing the Agreement and worked with AHP for several months to draft a mutually agreeable final Agreement. 

 

The final Funding In Agreement 6467 is retroactive to January 3, 2022 continuing through December 31, 2022 with Quarterly reporting to AHP by HHSA. Upon Board approval of Funding In Agreement 6467, HHSA will be able to receive the Quarterly funding for expenses already incurred.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would be unable to be reimbursed by AHP for expenses already incurred for development of a BHCIP Action Plan

FINANCIAL IMPACT:

There is no General Fund associated with this Funding In Agreement. Funding is 100% DHCS BHCIP.

1) Clerk of the Board to obtain Chair signature on two (2) original Funding In Agreements, 6467.

2) Clerk of the Board to return two (2) partially executed Agreements to HHSA Contracts Unit at 3057 Briw Rd, Suite B for final processing.
