Title: Health and Human Services Agency (HHSA) recommending the Board: 1) Approve and authorize the Chair to sign non-financial Agreement 6967 (Standard Agreement 22-20100), with the State of California, Department of Health Care Services, thereby continuing to confirm the County as the Mental Health Plan to allow provision of specialty mental health services provided for Medi-Cal eligible County residents, for a retroactive effective date for the five-year term of July 1, 2022, through June 30, 2027; and 2) Authorize the HHSA Director, or Chief Assistant Director, to execute further documents relating to Agreement 6967 (Standard Agreement 22-20100), contingent upon approval by County Counsel and Risk Management, including amendments which do not increase the compensation or term of the Agreement. DISCUSSION / BACKGROUND:
The State of California Department of Health Care Services (DHCS) requires a Mental Health Plan provider in each county to be responsible for providing or arranging for the provision of mandated services for Medi-Cal beneficiaries in their County, including but not limited to, inpatient and residential mental health treatment, as well as outpatient Specialty Mental Health Services (SMHS).

To meet this requirement, the Health and Human Services Agency (HHSA) contracts with DHCS as the Mental Health Plan (MHP) provider for the County of El Dorado, in accordance with the requirements of Welfare and Institutions Code (WIC) Section 14680 through Section 14727.
