DISCUSSION / BACKGROUND
The EDH-Folsom Self Storage Project, S18-0012 / PD18-0002, also known as the Green Valley Road Frontage Project, CG330261 (Project) was approved by the Planning Commission on October 24, 2019. The Department of Transportation (Transportation) is recommending the Board approve and authorize the Chair to sign the Offsite Road Improvement Agreement for Green Valley Road Frontage Project, CG330261, Agmt #22-55030 (Agreement), between the County and EDH Green Valley Holdings LLC (Developer).

In accordance with the Conditions of Approval approved by the Planning Commission on October 24, 2019, the Developer shall construct a dedicated right turn lane, a bike lane and bike buffer zone, curb and gutter, and concrete sidewalk along Green Valley Road from Shadowfax Lane to Sophia Parkway. The Developer shall also construct driveway access to Green Valley Road and emergency-only driveway access onto Shadowfax Lane.

The work described in the Agreement is anticipated to start in Spring 2023, and onsite improvements will begin in Winter 2022.

Section 12.08.155(A)(3) of the El Dorado County Ordinance Code requires that any party constructing an improvement in the County right-of-way with an estimated cost exceeding $100,000 enters into a road improvement agreement with the County. Approval of this Agreement will allow the Developer to make improvements as necessary to complete the project.

ALTERNATIVES
This Agreement is necessary for the Developer to construct the offsite road improvements along Green Valley Road. If the Agreement is not approved, the Developer would not be able to construct the necessary improvements.
