Clerk of the Board recommending the Board adopt and authorize the Chair to sign Resolution 165-2022 amending Resolution 078-2019, which established the Coloma Lotus Advisory Committee, to add language to Section 3, B - Outfitter Representative with the following language: "There shall be one outfitter representative who shall be an owner, or operator of a business or employee of a business possessing a valid River Use Permit for the South Fork of the American River or a designated representative of the relevant South Fork American River outfitter trade association as nominated and put forward to the Board of Supervisors by their membership." DISCUSSION / BACKGROUND
Resolution 078-2019 was adopted on May 21, 2019. Membership for an Outfitter Representative for the Coloma Lotus Advisory Committee (CLAC) is stated in Section 3, B which currently reads Outfitter Representative. There shall be one outfitter representative who shall be an owner or operator of a business possessing a valid River Use Permit for the South Fork of the American River. On October 6, 2022, CLAC met at a regular meeting and discussed the need to amend their governing Resolution. The Resolution is being requested to be amended due to difficulty with identifying members who have the specific qualifications for appointment. As a result, CLAC voted to make a recommendation to the Board to amend the current language in the Resolution which would expand the identification of those with the qualification to serve on CLAC.

The Board could decide not to adopt the Resolution.
