Probation Department recommending the Board:
1) Approve and authorize the Chair to sign Amendment I to Agreement for Services 6304 with O’Connell Research, to increase the not-to-exceed amount by $13,500 for a total not-to-exceed amount of $88,500 to cover remaining charges expected to be incurred through the agreement term, for the provision of providing research to assess the prevalence and outcomes of those with behavioral health needs, as well as developing analytics and data driven solutions for addressing those needs;
2) Approve extension of the Agreement term from December 31, 2022, to June 30, 2023; to coincide with in the Community Corrections Partnership (AB109) budget for FY2022-23; and
3) Authorize the Chief Probation Officer and Deputy Chief Probation Officer to execute further documents relating to Agreement 6304, including future amendments which do not increase the maximum dollar amount or term of the Contract, and contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
On January 5, 2016, the Board of Supervisors adopted and authorized the Chair to sign Resolution 002-2016 (File 16-0003, #16), permitting the Health and Human Services Agency (HHSA) Director, the Chief Probation Officer, and the Sheriff to support “Stepping Up,” a nationwide initiative with the goal of reducing the number of inmates with mental illness in county jails.
Since May 16, 2019, O’Connell Research (O’Connell) has been providing research to assess the prevalence and outcomes of those with behavioral health needs, as well as developing analytics and data driven solutions for addressing the needs as part of the grant award for Stepping Up.
The Community Corrections Partnership (CCP) approved their Fiscal Year 2022-23 budget on February 28, 2022 (CCP Agenda item 22-0393). Included in the CCP budget is $20,000 for Professional Services, of which $10,000 is slated for O’Connell Research.
Agreement 6304 with O’Connell Research was fully executed on April 18, 2022.
On May 24, 2022, the Board reviewed and accepted the CCP budget for FY 2022-23 (Item 22-0446, #29).
The Community Corrections Partnership (CCP) amended their Fiscal Year 2022-23 budget on September 28, 2022 (CCP Agenda item 22-1815). An additional $3,500 was included for O’Connell Research.
On December 6, 2022, the Board reviewed and accepted the amended CCP budget for FY 2022-23 (Item 22-1905).
This Amendment I (Amendment) will increase the not-to-exceed amount of Agreement 6304 (Agreement) by $13,500 to $88,500. Additionally, the Amendment allows O’Connell access to case management software applications and addresses ownership of new property such as presentations, plans, reports, handouts, concepts, software, techniques, processes, and ideas.
Other changes to the Agreement include an update to Article III Compensation for Services and inclusion of Article XXXVII Electronic Signatures.
Since Board approval is needed for amounts exceeding the Purchasing Agent’s authority, this request is to approve and sign this Amendment I to increase the compensation to a not-to-exceed total of $88,500 to cover remaining charges expected to be incurred through the agreement term of June 30, 2023; provided the Board also approves the agreement term extension.

FINANCIAL IMPACT
There is no General Fund impact or increase to Net County Cost for this item. Funding is included in the CCP approved FY 2022-23 budget.
