DISCUSSION / BACKGROUND

Since December 16, 2016, the Probation Department (Probation) has contracted with Alcohol Monitoring Systems (AMS) to provide software and training for a behavioral management program which integrates with Probation’s case management system.

 

The software interfaces with Probation’s data information systems to assist with supervising probationers and post-release supervision clients, provides an interface for Probation staff to use data analytics in daily case management and decision making, and supports Probation’s alignment with evidence-based practices. These strategies, when employed with fidelity, are proven to positively impact recidivism in the offender population, thereby reducing victimization in the community.

 

Previous Agreement #4247 with AMS expired on October 7, 2022. Probation’s contracts with AMS are written by the vendor, and Probation received a draft agreement from AMS on August 29, 2022. Suggested edits were made to the draft and returned to AMS on September 1, 2022. AMS replied September 6, 2022, with additional updates. AMS and Probation met on September 30, 2022, to agree on the terms of the agreement and AMS provided a revised draft to Probation on September 30, 2022. Probation replied to AMS on October 12, 2022, with further updates. AMS approved the draft on October 14, 2022, and this retroactive item was processed to be brought before the Board as soon as practicable after that date. It was necessary to continue services with AMS after expiration of the previous contract, as AMS’s system is used on a daily basis for client management.

 

The Agreement begin date is October 8, 2022, and will continue through October 7, 2023. After the initial term expires, the Agreement will automatically renew for four (4) additional one-year renewals unless AMS or Probation provides 30-days written notice prior to the end of any term.

FINANCIAL IMPACT

No fiscal impact or change to Net County Cost as these services were anticipated and included in Probation’s FY 2022-2023 budget and will be included in subsequent years’ budgets.

1) Obtain signature of Chair on two (2) originals of Agreement 7030.

2) Forward one (1) fully executed document to the Probation Department for finalization and distribution to vendor.
