Title
Recorder-Clerk-Registrar of Voters recommending adoption of  Resolution authorizing the Recorder-Clerk-Registrar of Voters to execute Help America Vote Act (HAVA) federal funding agreements in an amount not to exceed $10,000, subject to approval by County Counsel.

Reason for Recommendation: The Help America Vote Act of 2002 (HAVA) has provided grant funds for the replacement of the County's voting system, as well as training and improvements to increase disabled access to voting.  Additional HAVA grant funding in the amount of $468 has been made available to El Dorado County for workshops; meetings; VoteCal training; EMS training; data converstion, correction and verification; VoteCal implementation; pilot testing and implementation of the statewide voter registration system. The agreement and blue route sheet are attached for reference.  A budget modification to recognize the revenue and increase appropriations will be included in the mid-year process.
 
Additional funds are made available periodically.  The Registrar of Voters is asking for authorization to execute future grant funding agreements not exceeding $10,000 subject to approval by County Counsel.  The State is the pass-through agency, and the State's standard agreement is used.  Authorizing the Registrar of Voters to execute agreements under $10,000 will streamline the process for recognizing small amounts of revenue, lowering the administrative costs of small grants such as the specific grant  discussed above.  
 
Action to be taken following Board approval: Return a copy of the signed Resolution to the Recorder-Clerk-Registrar of Voters.
