DISCUSSION / BACKGROUND

The County is the recipient of Public Health Emergency Preparedness, Hospital Preparedness Program, and Pandemic Influenza grants from the California Department of Public Health, under Grant Agreement 132-F1811. The Agreement was originally executed by the Health and Human Services Agency (HHSA) Director, based on authority delegated by the Board via Resolution 083-2017 (15-0412, 5/16/17), which also authorized the HHSA Director to execute additional documents necessary to administer the grants.

 

Effective July 1, 2019, the County's preparedness programs, including these grant operations, were transferred to the newly-created Chief Administrative Office, Emergency Medical Services and Emergency Preparedness and Response Division, which is headed by a Deputy CAO.

 

In order to execute documents related to the closeout of the grant programs under the Agreement, which ended June 30, 2022, it is recommended that the Board transfer the signature authority previously delegated to the HHSA Director to the CAO or Deputy CAO.

PRIOR BOARD ACTION

15-0412, 05/16/17 - The Board approved Resolution 083-2017, delegating authority to the HHSA Director to accept and execute revenue agreements, and additional documents and amendments related to the revenue agreements that do not increase net County cost upon approval by County Counsel and Risk Management, as well as executing any programmatic and fiscal reports.
