El Dorado County Air Quality Management District (AQMD) recommending the Board, acting as the AQMD Board of Directors, adopt Resolution 005-2023 authorizing Air Pollution Control Officer (APCO) to:
1) Execute grant agreement for Project 22CAC10 accepting funding from the California Air Pollution Control Officers Association (CAPCOA) in the amount of $42,462.60 for the implementation of the Clean Air Center Program in El Dorado County, subject to approval of County Counsel and Risk Management;
2) Implement the program and expend the funds in accordance with the grant agreement for Project 22CAC10, CAPCOA, and California Air Resources Board (CARB) requirements.
FUNDING: Assembly Bill 836 funds.

DISCUSSION / BACKGROUND
The Clean Air Center Program (“Program”) is a grant program designed to provide funding to purchase portable air cleaners and retrofit ventilation systems to create a network of clean air centers where people in vulnerable communities with high documented smoke burden can find respite from wildfires and other smoke events. The Program is funded by Assembly Bill 836 as part of CARB's Wildfire Smoke Clean Air Centers for Vulnerable Populations Pilot Program (Wicks, Chapter 393, California Health, and Safety Code Section 39960, 2019). CARB has adopted guidelines and criteria for the Program’s implementation entitled Wildfire Smoke Clean Air Centers for Vulnerable Populations Incentive Pilot Program Guidelines 2022 and subsequent CARB revisions and advisories issued for Program implementation (together the “CARB Program Guidelines”). CAPCOA implements the Program in the State of California, excluding the Bay Area AQMD, San Joaquin Valley Air Pollution Control District, and South Coast AQMD, in accordance with the CARB Program Guidelines.
Based on the information provided in the El Dorado County AQMD project application, CAPCOA determined that the proposed project to replace or install the project equipment identified therein (“Project Equipment”) is eligible for Program funding and meets the CARB Program Guidelines and CAPCOA’s criteria and guidelines as set forth therein. In entering into this Agreement, CAPCOA has relied upon the representations in AQMD's project application. On August 10th, 2022, the CAPCOA’s Board of Directors approved CAPCOA’s recommendation to enter into an Agreement with the El Dorado County AQMD to implement the project provided all CARB Program Guidelines are met.
Once the grant agreement is executed, AQMD will send an order request for portable air cleaners and replacement filters to CAPCOA. CAPCOA will purchase and ship the equipment within thirty (30) days to the clean air centers proposed in El Dorado County.
The El Dorado County clean air centers will be located at:
1) Placerville Library - 345 Fair Lane, Placerville
2) Georgetown Library - 6680 Orleans Street, Georgetown
3) Pollock Pines Library - 6210 Pony Express Trail, Pollock Pines
4) South Lake Tahoe Library - 1000 Rufus Allen Blvd, South Lake Tahoe
5) Cameron Park Library - 2500 Country Club Drive, Cameron Park
ALTERNATIVES
If the Board does not approve the acceptance of this Clean Air Center Program grant, the County Libraries will not be able to offer their locations as clean air centers for County residents during wildfire and other smoke events.

FINANCIAL IMPACT
