DISCUSSION / BACKGROUND

Probation Department (Probation) recommending the Board approve this agreement to expand the training and workforce development opportunities provided in the community as a recidivism reduction and crime prevention effort.  The contract will allow El Dorado County Office of Education (EDCOE) to provide for training with the local Future Fire Academy (FFA), a program for transitional-aged youth and adult Probation clients. FFA academy training consists of classroom training, field training, hands-on defensible space training, and hand-crew activity.  Workforce development is a primary factor in recidivism reduction work and increasing the number of trained fire professionals has a direct benefit to the communities of El Dorado County and the State of California.

 

Upon successful completion of training Future Fire Academy cadets will receive certification sufficient to gain employment in the fire service. Certification will provide cadets the opportunity to gain employment in either the wildland or structure fire service. Wildland Certificates are comprised of the following certified classes: FEMA IS100 and IS700 (incident command system), Basic 40 (S190, L180, S130), WUI S215, Chainsaw S212, and Portable Pump S211.

 

With the Wildland-related certificates, cadets are eligible for employment through the United States Department of Forestry (USFS), Bureau of Land Management (BLM), federal Hot Shot crews, hand crews, and a variety of municipal fire departments.

 

Upon successful completion of all training and components of the certification process and graduation from the Academy EDCOE, in partnership with FFA, will ensure placement of cadets in a paid position with established fire companies including, but not limited to, municipal fire departments, Hot Shot crews, hand crews, BLM, CalFire, and USFS.

 

EDCOE is acting as the Fiscal Agent for FFA and is therefore the contract agency. EDCOE offers the Future Fire Academy curriculum as an option through their Adult Education Program. The work is primarily subcontracted to FFA, as EDCOE’s partner, however, EDCOE is managing the administrative oversight.

 

In accordance with Board Policy C-17:  Procurement Policy, departments are required to obtain authorization from the Board of Supervisors to utilize any contract for services that  exceeds $100,000. The contract process for this agreement was initiated prior to October 20, 2022; the effective date of revised Board Policy C-17.

 

ALTERNATIVE

The Board could choose not to approve this agreement with EDCOE and the County will retain its current level of educational and workforce development support.

FINANCIAL IMPACT

There is no change to Net County Cost. The funding is included in the Department's FY 2022-23 Budget.

2.  Clerk of the Board to return one (1) executed original Agreement to the Probation Department for processing and distribution to vendor.
