DISCUSSION / BACKGROUND

The first version of this plan was approved in 1994 and was needed in order to comply with State and Federal regulations to continue to receive various disaster assistance funds.  Then, on May 23, 2006, an updated Plan was brought to your Board and subsequently approved.  This current version of the Plan is to update the May 23, 2006 approved Plan to continue to receive various disaster assistance funds. It is being revised to bring it into compliance with the California Emergency Services Act, the Standardized Emergency Management System (SEMS), and the Federal National Incident Management System (NIMS). The revised plan has been designed to be more of a functional guide to enhance our ability to manage large-scale emergencies and disaster level events.

Following the approval the El Dorado County Operational Area Emergency Operations Plan (EOP) by the El Dorado County Board of Supervisors, our office will develop and coordinate all training necessary for individual agencies, organizations and county employees in order to fill their roles as identified throughout the emergency operations plan. In addition, our office will utilize the effectiveness of tabletop and functional exercises, and actual disaster events, OES will facilitate after-action briefings and produce reports that agencies can use to identify equipment, and training needs for improved performance.
