Title

Health and Human Services Agency (HHSA) recommending the Board:

1) Make findings that the provision of Dignity at Home Fall Prevention Grant Program services provided by Contractor are in the public's best interest and that there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the performance of the work in accordance with El Dorado County Ordinance Code, Chapter 3.13.030(B), El Dorado County Charter, Section 210(b)(6), and/or Government Code Section 31000;

2) Approve and authorize the Chair to sign Agreement for Services 6594 with Rebuilding Together Sacramento, with a not-to-exceed amount of $175,000, and for a term effective upon execution through December 31, 2024, including one (1) additional one (1) year extension to coincide with California Department of Aging, Agreement IF-2223-29; and

3) Authorize the HHSA Director, or the Assistant Director of Human Services, to execute further documents relating to Agreement 6594, contingent upon approval by County Counsel and Risk Management, including amendments which do not increase the maximum dollar amount or term of the Agreement.

DISCUSSION / BACKGROUND:

Assembly Bill 74 of the State of California (State) Budget Act of 2019, Chapter 23 provides the legislation for the Dignity at Home Fall Prevention Program, a program provided to eligible disabled individuals sixty (60) years of age or older through Area Agencies on Aging via grants from the State.  The Fall Prevention Programs provides fall risk assessments for persons deemed “at risk for falling” by medical providers or through an assessment process.  The program provides in-home supports to prevent fall risk such as the purchase and installation of grab bars, shower chairs, mobility ramps, handrails, etc.

 

On July 1, 2022, the County of El Dorado (County) Area Agency on Aging, was granted $847,273 via Agreement 6865 (IF-2223-29) to provide the Dignity at Home Fall Prevention Program (DHFLP) services in the community.  The DHFLP services provide a variety of services including injury prevention information, assessments, and equipment; education; and referral services.

 

In addition, the County’s Chief Administrative Office Procurement and Contracts Division released Request for Qualifications (RFQ) 21-968-012 for licensed contractors capable of providing installation and minor construction services for older adults in need of minor living condition modifications to maintain their independence and prevent injury. Consistent with the County of El Dorado Board of Supervisor's (Board) Policy C-17 and Federal Procurement Policy, the RFQ was released in order to ensure compliance with funding requirements identified in statute. No proposals were received in response to the RFQ; however, proven County partner Rebuild Together Sacramento (RTS) previously provided DHFLP services via Agreement 5774, which was executed by the Purchasing Agent on October 25, 2021.  Therefore, because competitive bidding requirements have been met in accordance with the Board Policy C-17, the Health and Human Services Agency (HHSA) negotiated a new agreement with RTS to ensure the continuation of these valuable DHFLP services in the community.

 

HHSA requests the Board approve Agreement 6594 with RTS for a term effective upon execution for one (1) year, with an option to extend for an additional year, not to extend past the date of December 31, 2024, and a maximum obligation of $175,000.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA will be limited in ability to provide the Dignity at Home Fall Prevention Program and will be out of compliance with the deliverables in California Department of Aging Agreement IF-223-29.

FINANCIAL IMPACT:

This Agreement for Services is a renewal of a prior year agreement.  There is no Net County Cost associated with this Agenda item that is funded by the California Department of Aging.  Sufficient appropriations were included in the Fiscal Year 2022-23 Budget and will be included in future budget requests for the term of the Agreement.
