DISCUSSION / BACKGROUND
Currently, Supervisor Laine is the County’s representative to the Tahoe Regional Planning Agency (TRPA) and Supervisor Thomas serves as the Alternate. TRPA has in the past advised that the County should appoint a Second Alternate to ensure El Dorado County is represented in the event Supervisor Laine and Supervisor Thomas are not available. Don Ashton, Chief Administrative Officer, has served in that capacity. However, with the pending retirement of Mr. Ashton the County needs to identify a new Second Alternate to TRPA.
TRPA allows jurisdictions to appoint elected officials or appointed staff to serve as their representative.
As the Supervisor representing the unincorporated areas in South Lake Tahoe, Supervisor Laine is knowledgeable of all issues impacting the Tahoe basin. Brendan Ferry is the Chair of the TRPA Advisory Committee and is very knowledgeable of all issues impacting the Tahoe basin. As a result, it is the County’s best interest to have the Brendan Ferry serve as the Second Alternate in the event Supervisor Laine or Supervisor Thomas are unable to attend any meetings with the TRPA Governing Board. Staff did contact TRPA to confirm there would be no conflict in Brendan Ferry serving on TRPA and the TRPA Advisory Committee.
ALTERNATIVES
The Board could decide not to appoint Brendan Ferry and select another candidate.
