DISCUSSION / BACKGROUND

O’Connell Research has been providing research to assess the prevalence and outcomes of those with behavioral health needs, as well as developing analytics and data driven solutions for addressing the needs as part of the grant award for Stepping Up since May, 2019.

 

On April 5, 2022 (File 22-0447, #25), the Board approved the Behavioral Health Justice Intervention Service (BHJIS) Program grant award in the amount of $172,960. Probation had allotted $120,000 of these funds for consultant costs. the Board of Supervisors approved Agreement 6910 with O’Connell Research, Inc (O’Connell), on October 18, 2022 (File 22-1407, #20) for the provision of research analysis consulting for the BHJIS Grant, for the term of February 15, 2022, through February 14, 2023, in the amount of $120,000. Included in the Statement of Work for the grant are services to be performed by a Project Consultant (O’Connell Research) to: write an implementation plan for the grant funding; prepare a summary of key findings; develop materials that map shared process and data elements from case management systems, assessments, and screening tools; needs assessment/gap analysis; and collaboration, coordination, and planning with system partners.

 

On January 17, 2023, Probation was notified by Advocates for Human Potential (AHP), administrator of the BHJIS Grant, that the grant termination date was going to be extended. On January 26, 2023, Probation was notified that the BHJIS grant-end date was extended to December 31, 2023.

 

The termination date of Agreement with O’Connell is being extended from February 14, 2023, to March 31, 2024. This extension is necessary due to the extension of the BHJIS grant to December 31, 2023, and for O’Connell to complete and close out any services through quarter-end March 31, 2024.

FINANCIAL IMPACT

There is no General Fund impact or increase to Net County Cost for this item. Funding award is provided by the Behavioral Health Justice Intervention Services (BHJIS) grant.

1) Obtain signature of Chair on two (2) originals of Amendment I to Agreement 6910.

2) Forward one (1) fully executed document to the Probation Department for finalization and distribution to vendor.
