DISCUSSION / BACKGROUND

On January 5, 2016, the Board of Supervisors adopted and authorized the Chair to sign Resolution 002-2016 (File 16-0003, #16), permitting the Health and Human Services Agency (HHSA) Director, the Chief Probation Officer, and the Sheriff to support “Stepping Up,” a nationwide initiative with the goal of reducing the number of inmates with mental illness in county jails.

 

Since May 16, 2019, O’Connell Research (O’Connell) has been providing research to assess the prevalence and outcomes of those with behavioral health needs, as well as developing analytics and data driven solutions for addressing the needs as part of the grant award for Stepping Up.

 

On December 13, 2022, the Board approved Amendment I to O’Connell’s Agreement 6304 (Agreement) (Item 22-1193). The Bureau of Justice Assistance approved a Grant Adjustment Modification to reallocate funding and extend the grant period to April 30, 2023, for the Justice Mental Health Collaboration Program (JMHCP) Grant to cover remaining charges expected to be incurred through the agreement term, for the provision of providing continued research to assess the prevalence and outcomes of those with behavioral health needs, as well as developing analytics and data driven solutions for addressing those needs. O'Connell also provides analytical services for the Community Corrections Partnership under this agreement. This Amendment II will increase the compensation of the Agreement by $128,724 to $217,224 to provide for additional hours of services to be provided through the agreement term of June 30, 2023.

 

The Grant Period for JMHCP is April 30, 2023, and the Community Corrections Partnership Approved Budget is through June 30, 2023 which is why the term date is June 30, 2023.

FINANCIAL IMPACT

There is no General Fund impact or increase to Net County Cost for this item. Funding is included in the Department's FY2022-23 Budget (JMHCP Grant & AB109 Planning & Implementation -CCP), and the Grant Adjustment Modification was approved by the Bureau of Justice Assistance to reallocate the funds for this purpose under JMHCP.

1) Obtain signature of Chair on two (2) originals of Amendment II to Agreement 6304.

2) Forward one (1) fully executed document to the Probation Department for finalization and distribution to vendor.
