Title: Chief Administrative Office, Emergency Medical Services and Emergency Preparedness and Response Division, recommending the Board: 1) Adopt and authorize the Chair to sign Resolution 042-2023 to delegate authority to the Chief Administrative Officer, or any Assistant or Deputy Chief Administrative Officer to accept funds from the National Hospital Preparedness Program (HPP), Public Health Emergency Preparedness (PHEP) Program, and the Pandemic Influenza (Pan Flu) program, and to execute retroactive Grant Agreement Number 22-10645, making funds available for the period July 1, 2022 through June 30, 2027 in the amount of $2,730,297; and 2) Authorize the Chief Administrative Officer, or any Assistant or Deputy Chief Administrative Officer, to administer said agreement and execute subsequent amendments, if any, as long as they do not impact net County cost and contingent upon approval by County Counsel and Risk Management. DISCUSSION / BACKGROUND
Grant Agreement 22-10645 with the California Department of Public Health (CDPH) covers the following Preparedness grants currently housed in the Emergency Medical Services (EMS) Agency for the period July 1, 2022 through June 30, 2027: Public Health Emergency Preparedness (PHEP), Hospital Preparedness Program (HPP), Cities Readiness Initiative (CRI), and Pandemic Influenza (Pan Flu).

The funding for the PHEP, CRI, and HPP grants originates from the Federal government and are granted to CDPH, which in turn sub-contracts with local jurisdictions (County of El Dorado). Pan Flu funding originates from the State of California General Fund. CDPH is responsible for initiating contracts with local jurisdictions. The previous five-year Preparedness Agreement between the County of El Dorado and CDPH expired on June 30, 2022. The new five-year Grant Agreement 22-10645 has a contract term of July 1, 2022 through June 30, 2027.
