Health and Human Services Agency (HHSA) recommending the Board:
1) Approve and authorize the Chair to sign revenue-generating Memorandum of Understanding (MOU) 6156 with County of Alpine Health and Human Services Agency, for the provision of limited programmatic and administrative support services, for various activities and programs operated by HHSA, on an as-needed basis, and subject to availability of staff and approval by El Dorado County, with no maximum obligation for the term of 3 years from execution with two one-year options to extend; and
2) Authorize the HHSA Director to execute further documents relating to MOU 6156, including amendments, contingent upon approval by County Counsel and Risk Management, which do not increase Net County Cost or change the term of the Agreement.
FUNDING: Fee for service revenue from the County of Alpine.

DISCUSSION / BACKGROUND:
On February 11, 2020, (File ID 19-1473) the Board executed MOU 4364 with the County of Alpine Health and Human Services Agency (Alpine) for the provision of limited support services for the Child Welfare Services (CWS) Content Management System (CMS) and services related to the California Automated Response and Engagement System (CARES).
Alpine has identified additional needs for services from the County of El Dorado Health and Human Services Agency (HHSA). Under MOU 6156, HHSA shall provide limited programmatic and administrative support services for various overlapping programs for which the County of El Dorado HHSA has capacity to extend services to the County of Alpine HHSA, on an as-needed basis, and subject to availability of staff and approval by El Dorado County.
The County of El Dorado HHSA has competent and experienced staff and is able to perform various services that may be requested by Alpine. County of El Dorado HHSA will invoice Alpine quarterly for services provided and will be reimbursed at an agreed upon fully burdened rate coordinating to the position of the employee who provides the service. This is a three-year MOU with no annual maximum obligation and includes the option for up to two (2) one-year extensions with HHSA Director approval.
Under this MOU 6156, the Board of Supervisors is authorizing the County of El Dorado HHSA to enter into this agreement with the County of Alpine HHSA and to accept reimbursement from said agency. If approved by the County of El Dorado Board of Supervisors, the County of Alpine Board of Supervisors will consider the agreement at the request of the County of Alpine HHSA.
ALTERNATIVES:
The Board could decline this MOU thus denying Alpine additional as-needed staffing assistance. The prior MOU 4364 expired in February, and a renewal could be brought forth for the Board’s approval to continue offering just the prior services.

County Counsel and Risk Management have reviewed the Agreement. The Agreement was developed with the County of Alpine HHSA.

1) Obtain signature of Chair on two (2) original MOU #6156.
2) Return signed MOUs to HHSA contracts unit for further processing. Contracts unit will return one (1) fully executed MOU to the Clerk.
