DISCUSSION / BACKGROUND:

Health and Human Services Agency (HHSA) Employment Services has identified the need to access Employment Development Department (EDD) base wage data to improve local data-driven program management and continuous quality improvement of the CalWORKs programs and allow greater capacity to conduct meaningful evaluations of the long-term effects of the employment services provided to CalWORKs recipients. 

 

The California Department of Social Services (CDSS) All Counties Information Notice (ACIN) 1-62-18 details the process to enter into an Agreement to obtain the EDD base wage data on Employment Services and General Assistance recipients. To facilitate the execution of this agreement, CDSS has provided the base wage data file Agreement template for El Dorado County approval, as is.  Per CDSS instruction, the County of El Dorado (County) must accept all terms and conditions set forth in the entire Agreement. There is no cost to the County for obtaining data through this agreement. On November 22, 2022, CDSS provided this non-financial Agreement #22-1002, with a retroactive term of July 01, 2022, through June 30, 2025. Staff immediately began processing the documents in preparation for execution by the Chief Administrative Office pursuant to Board Policy C18; however, upon communicating to CDSS that the start date would need to be adjusted to upon execution, CDSS responded that the start date must remain July 01, 2022.

 

This proposed Agreement with CDSS is a renewal of Agreement 19-1019 approved by the Board on June 9, 2020, (File 20-0641) to provide access to the EDD base wage date for the purpose of assessing eligibility as described in Agreement 22-1002.  The proposed Agreement would ensure the continuation of this necessary access previously  provided through agreement 19-1019  without any service interruption.

 

ALTERNATIVES:

The Board could opt not to allow the Health and Human Services Director to sign Agreement 22-1002 and require the Board Chair to sign the non-financial agreement instead. The Board could deny the request to approve Agreement 22-1002, but that would negatively impact the CalWORKs programs.
