Chief Administrative Office, Procurement and Contracts on behalf of the Department of Transportation recommending the Board approve the following:
1) Award Bid No. 23-288-047 for the purchase of Plant Mix Asphalt Concrete for the West Slope of El Dorado County to the sole qualified bidder, Teichert Rock Products of Sacramento, CA;
2) Authorize the Purchasing Agent to issue a purchase order contract in the amount of $3,000,000 ($1,000,000/year) for a thirty-six (36) month period following Board approval; and
3) Authorize the Purchasing Agent to increase the purchase order contract on an "as needed" basis during the awarded period as long as funding is available within the requesting department's budget.

DISCUSSION / BACKGROUND
At the request of the Department of Transportation, the Chief Administrative Office, Procurement and Contracts Division issued an Invitation to Bid for the purchase of Plant Mix Asphalt Concrete for the West Slope of El Dorado County for the maintenance and repair of County roads on the West Slope of El Dorado County.The Invitation to Bid was published in the County's eProcurement system, PlanetBids, and thirteen Invitations to Bid were mailed, four to local vendors, one qualified response was received, none from local vendors.
ALTERNATIVES
Without Plant Mix Asphalt Concrete there would be road surface failure and public safety concerns.

FINANCIAL IMPACT
