Title

Department of Transportation recommending the Board adopt and authorize the Chair to sign Resolution 064-2023 establishing an all-way stop at the intersection of Serrano Parkway and Greenview Drive in El Dorado Hills, CA.

DISCUSSION / BACKGROUND

Department of Transportation, Maintenance and Operations Division (Transportation) initiated the study due to a request from the general manager of Serrano Homeowners Association. Subsequently, Transportation began investigating the intersection and discussed the findings during the December 5, 2019, West Slope Traffic Advisory Committee Meeting. At the meeting, Transportation was directed to prepare an "All Way Stop" Engineering and Traffic Study. In 2022, Serrano Homeowners Board of Directors submitted a letter of approval and resident petition in favor of an "All Way Stop." As a result of receiving the letter of approval and petition, Transportation gathered new turning movement data, new pedestrian counts, and remeasured sight distances. The new data was discussed during the July 13, 2022, West Slope Traffic Advisory Committee Meeting.

 

Transportation has been conducting site visits since 2019 to observe and document average daily traffic and conduct speed surveys. Based on field findings and the California Manual on Uniform Traffic Control Devices, the "All Way Stop" is not warranted. However, due to the three items listed below, Transportation recommended the installation of an "All Way Stop" at the intersection of Serrano Parkway and Greenview Drive.

 

 - Subdivisions accessed by Greenview Drive (West) are still in the building/construction phase and are soon projected to build out to where the "All Way Stop" at the intersection of Serrano Parkway/Greenview Drive (West) will be warranted.

 - The Serrano Parkway/Greenview Drive (West) intersection is landscaped with vegetation of varying heights and densities. Although intersection sight distances meet minimal standards, meeting those standards requires constant vegetation maintenance. In the interest of public safety, an "All Way Stop" is recommended.

 - Currently, the Serrano Parkway/Greenview Drive (West) intersection has had two collisions since March of 2022 that are susceptible to correction by an "All Way Stop." By March of 2023, the intersection may meet the warrant of three collisions that are susceptible to correction by an "All Way Stop."

 

Based on the study, the following recommendation was approved by the West Slope Traffic Advisory Committee at a meeting held on February 22, 2023:

 

ADD:

(qt) On Serrano Parkway (No. 2344) at its intersection with Greenview Drive (West) (private) stopping eastbound and westbound traffic.

 

ALTERNATIVES

The Board may choose not to agree with the West Slope Traffic Advisory Committees decision and disapprove an all-way stop at Serrano Parkway and Greenview Drive.

FINANCIAL IMPACT

Installation of the two (2) stop signs, stop ahead signs, and associated painted road legends on Serrano Parkway are estimated to cost a total of $3,500. Funding to complete the work is included in the Fiscal Year 2022-23 Department of Transportation, Maintenance and Operations budget.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on one (1) original Resolution.

2) The Clerk of the Board will forward one (1) certified copy of the fully executed Resolution to Ashley Johnson, Department of Transportation, Maintenance and Operations Division.
