DISCUSSION / BACKGROUND

The nine additional fixed assets were determined to be needed when developing the Green Valley Road road repair project. When paving takes place, grinding operations will remove the current loop detection system and the intersections will need the Gridsmart Cameras to detect traffic. Department of Transportation (Transportation) will purchase the fixed assets and have County staff complete the installations. The Gridsmart Camera Systems gather and interpret vital traffic data, allow staff to adjust signal timing and traffic flow strategies, and enable monitoring and visual assessment. Gridsmart Camera Systems work for both vehicles and bicycles.

 

Transportation received approval for the addition of the nine (9) Gridsmart cameras and approval of a budget transfer on March 21, 2023. A quote has been obtained and Transportation is now requesting approval to purchase the nine (9) Gridsmart cameras from AZCO Supply, Inc. A letter of sole source has been provided.   Therefore, Transportation is requesting the Board find the purchase is exempt from competitive bidding based on Procurement Policy C-17, 3.4 Exemptions from Competitive Bidding (d) a distributor has an exclusive franchise or operating agreement with the supplier of goods to be purchased or maintained.

 

ALTERNATIVES

The Board may elect not to approve the purchase of nine (9) additional Gridsmart Camera Systems; however, these are essential components for video detection at the signalized intersections along Green Valley Road from the county line to Cameron Park Drive.

 

PRIOR BOARD ACTION

Legistar #23-0464 -  3/21/23-  Approve the addition of nine (9) Gridsmart Camera Systems to the Department of Transportation's Fiscal Year 2022-23 Fixed Asset List at $32,000 each for a total of $288,000.
