DISCUSSION / BACKGROUND

On March 11, 2021, President Biden signed into law the American Rescue Plan Act (ARPA), which allocated $1.9 trillion to assist in the recovery from the impacts of the COVID-19 pandemic. El Dorado County is receiving a direct allocation of $37.46 million. Approximately $18.7 million was received in June 2021 and the second payment totaling an additional $18.7 million was received in June 2022.

 

Per the U.S. Department of the Treasury, nonprofits eligible for ARPA SLFRF assistance are those that experienced negative economic impacts or disproportionate impacts of the pandemic. Due to decreased revenue and camp closures the Boy Scouts of America, Golden Empire Council was experience negative economic impacts from the pandemic.

 

Boy Scouts of America, Golden Empire Council provides a youth development program to over seven thousand young women and men across Northern California, with multiple program opportunities to the youth of El Dorado County. Golden Empire Council were unable to hold normal scouting activities year-round or operate camps due to the coronavirus pandemic. Golden Empire Council were unable to fundraise due to decreased in person gatherings. The losses sustained in 2020 carried over into 2021 into 2022. Just last August, Golden Empire Council refunded over $100,000 in camp fees because we had to close a week of summer camp due to coronavirus.

 

Boy Scouts of America, Golden Empire Council has requested that the County grant Golden Empire Council $50,000 of ARPA SLFRF funding to help their youth development programs recover from the impacts of the coronavirus pandemic.

 

The Board has allocated the $2.4 million of ARPA SLFRF lost revenue funding to serve as an audit reserve. If approved, the Boy Scouts of America, Golden Empire Council will reduce the amount allocated to the audit reserve by $50,000.

 

ALTERNATIVES

The Board could choose not to grant the Boy Scouts of America, Golden Empire Council ARPA SLFRF funding or offer an alternative.

July 13, 2021 - File 21-1080 - The Board provided funding priorities and directed the CAO to return with recommendations for use of ARPA funds.

November 9, 2021 - File 21-1680 - The Board allocated ARPA funding to various County and outside agency recipients.

April 25, 2022 - File 22-0664 - The Board awarded twenty-four (24) Non-Profit Organization COVID-19 Economic Impact Grants.

December 13, 2022 - File 22-2267 - The Board awarded 169 Small Business COVID-19 Economic Impact Grants.

FINANCIAL IMPACT

Approval of this item will reduce the American Rescue Plan Act State and Local Fiscal Recovery Funds audit reserve to fund the assistance to Boy Scouts of America, Golden Empire Council. There are projects budgeted for the in current fiscal year that will be carried forward into FY 2023-24, so a budget transfer is not needed.
