DISCUSSION / BACKGROUND

Since June of 2006, the Probation Department (Probation) has been contracting with AutoMon, LLC (AutoMon) for a proprietary case management system called Caseload Explorer (CE), which includes modules for adult supervision, juvenile supervision, juvenile detention facilities, fiscal, drug testing, flexible client reporting, and pretrial.  AutoMon provides the following services with the case management system: licensing, installation, maintenance, training, customization, and system upgrades.

AutoMon was recently acquired and went through a restructure and rebranding, necessitating a name change to Catalis Courts & Land Records, LLC (Catalis).

Probation is working with Catalis to synthesize various CE database components to achieve a seamless automation over various points of interaction with a client including pretrial (presentence), drug testing, remote check-in, and post-sentence supervision. In order for data gathering from all CE software platforms to begin, data extracts must be received from Catalis for CE Pretrial, CE Drug Testing, and CE Check-in.

The not-to-exceed amount of Agreement 4889 is being increased by $1,500 to ensure there will be sufficient funding through the contract term.

ALTERNATIVES

The Board could not approve the Amendment and provide direction to Probation to find alternatives to processing and more detailed use of current software platforms.
