Title: Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign a Fiscal Year (FY) 2022-23 Budget Transfer Request to: 1) Increase Federal revenue by $147,000 and appropriations to accommodate the reimbursement of mutual aid costs to various jurisdictions who provided assistance during the Caldor Fire in the amount of $161,000; 2) Increase Intrafund Transfers in the amount of $40,000 for Indirect Cost Rate charges from Animal Services to the HHSA Administration and Finance Department due to Board approved compensation changes that went into effect in FY 2021-22; and 3) Increase Operating Transfers from Animal Services to Facilities for the installation of kennels in the South Lake Tahoe Animal Services Facility with no change to Net County Cost as all increases are offset with additional revenue or utilizing savings from other programs (4/5 vote required). DISCUSSION / BACKGROUND:
The County of El Dorado HHSA, Animal Services Division, is requesting a budget transfer to increase appropriations in the amount of $236,000 to accommodate the reimbursement of mutual aid costs to various jurisdictions who provided assistance during the Caldor Fire and to increase Intrafund Transfers for Indirect Cost Rate charges from Animal Services to the HHSA Administration and Finance Department due to Board approved compensation changes that went into effect in FY 2021-22. Lastly the Board approved the purchase of new kennels for the South Lake Tahoe Animal Services Facility with the FY 2022-23 Budget. It has been determined that $35,000 will need to be transferred to the Chief Administrative Office Facilities Division for the installation of the kennels, so the transfer includes this additional transfer of funding.
