Chief Administrative Office, Facilities Division, recommending the Board consider the following:
1) Award Bid 23-968-038 to the lowest responsive and qualified bidder, Joe Vicini, Inc., for $197,690 for the Placerville Jail Expansion Parking Lot; and
2) Authorize the Chair to sign Public Works Contract No. 7682, subject to review and approval by County Counsel and Risk Management.

In 2016, the Board provided approval to submit a proposal to receive up to $25,000,000 from the Senate Bill (SB) 844 Adult Local Criminal Justice Facility Financing program for a Jail expansion to the Board of State Community Corrections (BSCC). In 2017, the Board accepted the award from the BSCC and project management activities began. To facilitate this expansion, and to diminish jail operational disruption during construction, an expansion of the parking lot is required. The parking lot expansion is not part of the overall grant award and is funded separately with General Fund dollars.

On March 7, 2023, the Board adopted the plans and specifications for the Placerville Jail Parking Lot and authorized Request for Bid No. 23-968-038.

Three bids were received concerning bid No. 23-968-038 and Joe Vicini, Inc. was the lowest responsive and qualified bidder. The awarded contract amount is $197,690.

Upon approval by County Counsel and Risk Management, the Division will forward two (2) originals of the Construction Contracts, with the required bonds and the approved Contract Routing Sheets, to the Chair for signature and will issue the notices to proceed shortly thereafter.

ALTERNATIVES
The Board could choose to not approve a complete parking lot expansion; however, this may result in operational disruption during jail expansion construction and may delay the project.
