DISCUSSION / BACKGROUND:
A.B. 704 is legislation brought before the California State Assembly to help residents rebuilding homes after disasters by limiting requirements on residential construction intended to repair, restore, or replace a residential building damaged or destroyed as a result of a disaster in an area in which a state of emergency has been proclaimed by the California Governor to comply only with requirements regarding photovoltaic systems pursuant to the regulations, if any, that were in effect at the time the damaged or destroyed residential building was originally constructed. The costs of photovoltaic systems can be beyond the affordability of residents who need all financial resources they can retain to rebuild after a disaster. It is appropriate to eliminate new requirements on residents who are simply trying to rebuild what they lost in a disaster in which a state of emergency has been proclaimed.
ALTERNATIVES:
Residents will be forced to upgrade their residential structures with applicable photovoltaic systems to meet new building requirements, putting an excessive financial burden on rebuilding, regardless of disaster circumstances.
