Chief Administrative Office recommending the Board adopt and authorize the Chair to sign Resolution 077-2023 to:
1) Delete one full time equivalent (FTE) vacant Executive Assistant allocation, a confidential classification;
2) Add one FTE Administrative Technician allocation; and
3) Designate the bargaining unit of the abovementioned one FTE Administrative Technician allocation in the Chief Administrative Office as Confidential.

DISCUSSION / BACKGROUND
In April 2023, the Executive Assistant allocation in the Chief Administrative Office Administration and Budget Division became vacant. The Executive Assistant classification requires a minimum of five years of secretarial or administrative experience providing direct support to a department director or similar level position. The Executive Assistant classification generally provides administrative and secretarial support to the department head or Chief Administrative Officer that they are assigned to.

When the Executive Assistant allocation became vacant the Administration and Budget Division reviewed the needs of the Division and determined that an Administration Technician allocation would be a better fit for current programmatic needs. The Administrative Technician allocation does not require the five years of Executive Assistant experience and allows for a wider range of administrative experience. It is anticipated that a recruitment for an Administrative Technician will yield a larger pool of qualified applicants. In addition, the Administrative Technician can provide technical, administrative, and secretarial support to management personnel throughout the division and not just the Chief Administrative Officer. This will allow more flexibility in how the position is utilized throughout the Division based upon current workload and programmatic needs.
