Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign a Fiscal Year 2022-23 Budget Transfer Request increasing revenues and appropriations to accommodate 1991 Public Health Realignment Growth distributions this fiscal year in the amount of $1,500,000 (4/5 vote required).
FUNDING: 100% 1991 Public Health Realignment General Growth.

DISCUSSION / BACKGROUND:
The HHSA, Public Health Division (PHD), is requesting a budget transfer increasing 1991 Public Health Realignment revenue by $1,500,000 to recognize General Growth received in FY 2022-23, which increases the PHD Realignment Base, and to increase Operating Transfers Out to the PHD operating account, increasing Contigency. Realignment Growth revenue is unpredictable and dependent on a healthy economy and is therefore not included in the regular budget development process.
ALTERNATIVES:
Should the Board decline to approve this recommendation, there will be insufficient budget appropriations in the 1991 Public Health Realignment subfund to allow full disbursement of the revenue to the appropriate operating accounts.

FINANCIAL IMPACT:
This budget transfer will bring the FY 2022-23 Budget in alignment with PH Realignment revenues and has no impact to General Fund.

1) Obtain signature of Chair on attached Budget Transfer Request.
2) Submit signed Budget Transfer Request to the Chief Administrative Office for processing.
3) Clerk of the Board to provide one (1) Board signed Budget Transfer Request to hhsa-contracts@edcgov.us.
