DISCUSSION / BACKGROUND

On September 21, 2021, the Board approved the Parks Manager to sign a Proposition 68 Per Capita Grant Contract to fund a dog park in the County of El Dorado (Legistar Item 21-1452). The proposed location for the dog park was by the El Dorado Trail parking lot at Jacquier Road. This site would allow for a fenced space of approximately 8,450 square feet, adjacent to the parking lot.  Staff meet on location with Henry Brzezinski, Manager/Chief El Dorado County Animal Services and he recommended separation of large and small dogs with enough space for each.

 

The El Dorado Trail at Jacquier Road site is not ideal because of its small size and hilly terrain. The limited space would make it difficult to keep the small dogs separate from the large dogs and would not allow for ample space for the dogs to run. After evaluating the site and determining it would not be sufficient, staff began looking for an appropriate location, that would have enough room to accommodate both large and small dogs.  At the El Dorado Rail Park, the County is installing a new playground and there is a large section of the site that would allow for a larger dog park area.  At this site, the dog park would be approximately 22,385 square feet of fenced space. At this size, approximately 6,860 square feet could be dedicated for a small dog area and approximately 15,525 for a large dog area. This amenity would not impact an existing amenity but would possibly attract a new group of park users. While the Rail Park has been used for train enthusiast and trail users for many years, by adding a dog park to this location the site will continue to become more versatile for residents and visitors.

 

Of these two location options, the dog park location change to the Rail Park would provide the highest benefit for the community. The size would allow for the necessary separation of large and small dogs and the flatter terrain provides an improved park experience. 

 

Staff has had discussions with the State regarding moving of the project location.  They have approved moving location upon the Board’s approval.

 

ALTERNATIVES

Staff could build a small dog park at the approved location, by the El Dorado Trail parking lot at Jacquier Road.

FINANCIAL IMPACT

There is no financial impact associated with moving the location of the project. Staff anticipate that the park can be built at the Rail Park with current funding.
