DISCUSSION / BACKGROUND

Pro-Line Cleaning Services, Inc. (Pro-Line) has been providing janitorial services to the County since 2007, including the Public Safety Facility since 2019.

 

On June 14, 2022, with Legistar Item 22-0714, the Board authorized the Purchasing Agent to execute Agreement for Services 6548 with Pro-Line Cleaning Services, Inc. for a not-to-exceed amount of $307,152 and a term of three years to provide routine janitorial services at the Public Safety Facility. The Agreement went into effect July 1, 2022 and expires June 30, 2025, covering all custodial services for the Public Safety Facility located at 200 (Public Safety Building), 220 (Special Operations), and 240 (Morgue) Industrial Drive in Placerville.

 

During the pandemic, many Sheriff’s Office staff members worked remotely. Classrooms, restrooms, and the radio shop at the Special Operations facility (220 Industrial Drive) needed cleaning only two days per week. Now that most staff are working onsite, these areas require janitorial services five days per week.

 

This Amendment would increase the contract’s scope and compensation to allow for daily cleaning services for the Special Operations facility. It also adds an allowance for as-needed biohazard and deep cleaning services throughout the Public Safety Facility. Changes also include ancillary updates to Article XX Notice to Parties and Article XXXVI Contract Administrator. In addition, the Amendment includes Exhibit B, “California Levine Act Statement.”

 

It is further recommended the Board make findings pursuant to Ordinance Code, Section 3.13.030(a), El Dorado County Charter, Section 210(b)(6) and/or Government Code Section 31000 that such services provided by the Contractor are in the public's best interest, and the work can be more economically and feasibly performed by an independent contractor than County employees.

 

ALTERNATIVES

The Board could decline this amendment and the current janitorial needs at the Public Safety Facility would not be met.

FINANCIAL IMPACT

Agreement for Services 6548 has been budgeted for in the Sheriff's Office Fiscal Year 2022-23 operating budget and will be budgeted for in future years of the agreement.  There is no change in Net County Cost.
