Title

Health and Human Services Agency (HHSA) recommending the Board:

1) Make findings that the provision of community outreach services provided by the Boys and Girls Club of El Dorado County Western Slope, and the Boys and Girls Club of Lake Tahoe are in the public's best interest and that due to the limited timeframes, temporary or occasional nature, or schedule for the project or scope of work, the ongoing aggregate of work to be performed is not sufficient to warrant the addition of permanent staff in accordance with El Dorado County Ordinance Code, Chapter 3.13.030(C);

2) Approve and authorize the Chair to sign Funding Agreement 7383 with the Boys and Girls Club of El Dorado County Western Slope with a not-to-exceed amount of $75,000, and Agreement 7465 with the Boys and Girls Club of Lake Tahoe with a not-to-exceed amount of $75,000, and for both terms upon execution through June 30, 2024; and

3) Authorize the Purchasing Agent to execute further documents relating to Agreements 7383 and 7465, contingent upon approval by County Counsel and Risk Management, including amendments which do not increase the maximum dollar amount or term of the Agreement.

 

FUNDING: 100% Federal Coronavirus Relief, Epidemiology and Laboratory Capacity (ELC) 68 Funding.

DISCUSSION / BACKGROUND:

The County of El Dorado Board of Supervisors approved the spending plan for funding provided by the U.S. Centers for Disease Control and Prevention (CDC) on March 16, 2021 (File ID #21-0366). This funding was awarded by the California Department of Public Health (CDPH) through the ELC Enhancing Detection program spending plan, which allocated $6,503,584 to El Dorado County as part of the CARES Act and Paycheck Protection Program and Health Care Enhancement Act supplements. The purpose of the ELC allocation is to support testing, case investigation and contact tracing, surveillance, containment, and mitigation efforts to prevent, prepare for, and respond to emerging infections.

 

The Boys and Girls Club of El Dorado County Western Slope and Boys and Girls Club of Lake Tahoe were identified by the HHSA Public Health as key community partners to provide community outreach and education around vaccine preventable diseases.  They will provide a range of community services and education to vulnerable populations, including personnel, equipment, office supplies, travel, and other materials, to promote prevention options. These services may include community, field, and population-based interventions and services on-site or in outreach locations. By partnering with these organizations, the community will benefit from valuable public services that support the social, emotional, and physical well-being of the most vulnerable populations.

 

ALTERNATIVES:

Should the Board decline to approve this funding agreement, HHSA will need to amend submitted budget and workplans, or return the allocated funds to the State. In addition, HHSA would not be able to support the Boys and Girls Club of El Dorado County Western Slope and Boys and Girls Club of Lake Tahoe, and they would lose access to funding that is intended to support their costs related to personnel, equipment, supplies, and activities to support care coordination and community outreach.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item. Sufficient appropriations were included in the Fiscal Year (FY) 2022-23 Budget and will be included in future budgets for the term of the Agreement.

Clerk of the Board to obtain signature of Chair on one (1) of each original Agreement 7383 and Agreement 7465.
