Title: Sheriff's Office recommending the Board: 1) Waive the competitive bidding requirements for the purchase of kitchen and laundry cleaning equipment, supplies, and tamper resistant chemical dispensers for both the Placerville and South Lake Tahoe jails in accordance with Procurement Policy C-17 Section 3.4.2 Exemptions from Competitive Bidding; 2) Authorize the Purchasing Agent to sign and issue purchase contract 7684, with Ecolab in the amount of $275,000 for the term July 1, 2023 through June 30, 2028; and 3) Authorize the Purchasing Agent to increase the purchase contract as needed during the term as long as funding is available within the Department’s budget. DISCUSSION / BACKGROUND
In the early 1990's, Ecolab submitted a bid to rent the dishwashers to the County for the South Lake Tahoe Jail at minimal cost provided that the County only use their cleaning products in the rest of the jail facility. Preferring to have one vendor provide service to both jails, the management staff made the decision to switch over all the cleaning products at both jails at that time to Ecolab. Ecolab provided training for proper use of the equipment and chemicals, installed all the dispensers and chemicals and has maintained, calibrated, replaced and removed any broken equipment since then. They provide all OSHA requirements and Material Safety Data Sheets (MSDSs) for each product distributed.

On June 09, 2020 with Legistar Item 20-0601, your Board approved a purchase contract 2977 with Ecolab for cleaning supplies for both County jails for a five-year period, which ends on June 30, 2023, with the not-to-exceed amount of $248,000.

Ecolab equipment is currently installed at both jails for cleaning solutions to automatically dispense pre-mixed solutions into buckets, spray bottles, washing machines, dishwashers, kitchen sinks and other recommended containers.
