DISCUSSION / BACKGROUND
As a requirement of receiving multiple grants and allocations from the State of California for juvenile crime prevention, counties are required to establish a Juvenile Justice Coordinating Council (Council) with the purpose of developing and implementing a continuum of county-based responses to juvenile crime.

The Council is governed by Welfare and Institutions Code (WIC) 749.22 which states:
The coordinating councils shall, at a minimum, include the chief probation officer, as chair, and one representative each from the district attorney’s office, the public defender’s office, the sheriff’s department, the board of supervisors, the department of social services, the department of mental health, a community-based drug and alcohol program, a city police department, the county office of education or a school district, and an at-large community representative. In order to carry out its duties pursuant to this section, a coordinating council shall also include representatives from nonprofit community-based organizations providing services to minors. The board of supervisors shall be informed of community-based organizations participating on a coordinating council.

Due to an oversight, a member from the Board of Supervisors has not been appointed to the Council. The Probation Department has requested the Board make an appointment to the Council to comply with the governing code.

ALTERNATIVES
The Board could choose not to make an appointment to the Council and the County would be out of compliance with WIC 749.22.
