Title: Supervisor Parlin recommending the Board: 1) Find that a public benefit is derived from supporting SCLAR Large Animal Emergency Evacuation with their purchase of livestock panels to expand the capacity of the El Dorado County Animal Services designated emergency large animal shelters, operated by SCLAR; and 2) Approve and authorize the Chief Administrative Officer to sign a funding Agreement, consistent with the County’s standard form and upon the approval of County Counsel, with SCLAR Large Animal Emergency Evacuation authorizing payment of the $5,000 community funding contribution in support of this effort. DISCUSSION / BACKGROUND
SCLAR is an El Dorado County dedicated all volunteer resource utilized by El Dorado County Animal Services during a declared incident. Their role is to assist El Dorado County Animal Services in the evacuation and sheltering of large animals during a declared incident. This funding will allow SCLAR to purchase livestock panels to increase the number of large animals housed during a declared disaster.

Currently, they estimate they would be able to expand capacity by a minimum of 30-45 more animals. Depending on the species of animals being brought in, it could be many more.

The Board could choose not to approve the funding request, and no funding would be provided in support of these efforts.

FINANCIAL IMPACT
On June 13, 2023, the Board of Supervisors recommended allocating $75,000 in the Fiscal Year 2023-24 budget in General Fund - Other Operations (Department 15) to be available for community funding requests supported by the Board. Approval of this item would allocate $5,000 from this amount.
