Health and Human Services Agency recommending the Board:

1)  Make findings that the provision of Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) and Community Services and Supports (CSS) services provided by contractors are in the public's best interest and that there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the performance of the work in accordance with El Dorado County Ordinance Code, Chapter 3.13.030(B);

2) Approve and authorize the Chair to sign, competitively-bid, Agreement for Services 7737 with Stanford Youth Solutions doing business as Stanford Sierra Youth & Families (Stanford Youth) to administer services under the MHSA PEI Prevention Wraparound: Juvenile Services Project for youth and families who are at risk of involvement with or involved in the child welfare system and/or juvenile justice system, in the amount of $1,500,000, for the term of three years from July 1, 2023, through June 30, 2026, with the option to extend the term of the Agreement for one additional year for a term not to exceed June 30, 2027, for a total maximum obligation of $2,000,000;

3) Approve and authorize the Chair to sign, competitively-bid, Agreement for Services 7743 with Stanford Youth to administer services under the MHSA CSS and PEI Peer Partner Project to provide Children’s Full Service Partnership services to meet the mental health and support service needs of children, youth and their families engaged in the Child Welfare System through Youth Advocates and Parent Partners, in the amount of $1,200,000, for the term of three years from July 1, 2023, through June 30, 2026, with the option to extend the term of the Agreement for one additional year for a term not to exceed June 30, 2027, for a total maximum obligation of $1,160,000;

4) Approve and authorize the Chair to sign, competitively-bid, Agreement for Services 7759 with Big Brothers Big Sisters of Northern Sierra, to administer services under the MHSA PEI Mentoring for Youth Project, as this Contractor will pair trained mentors with at-risk children and youth to reduce mental health systems and teach stress coping mechanisms, in the amount of $288,000, for the term of three years from July 1, 2023, through June 30, 2026, with the option to extend the term of the Agreement for one additional year for a term not to exceed June 30, 2027, for a total maximum obligation of $384,000;

5) Approve and authorize the Chair to sign, competitively-bid, Agreement for Services 7760 with Infant Parent Center, to provide prevention and early intervention efforts through the MHSA PEI Children 0-5 and Their Families Project, to foster youth resilience and positive mental health, in the amount of $1,170,000, for the term of three years from July 1, 2023, through June 30, 2026, with the option to extend the term of the Agreement for one additional year for a term not to exceed June 30, 2027, for a total maximum obligation of $1,560,000;

6) Approve and authorize the Chair to sign, competitively-bid, Agreement for Services 7762 with EDCA Lifeskills, Inc., to provide outreach and linkage to treatment, free confidential individual peer counseling, and opportunities for social engagement to adults, age 55 and older, to help reduce isolation and improve resiliency among this population, under the MHSA PEI Older Adult Enrichment Project, in the amount of $1,200,000, for the term of three years from July 1, 2023, through June 30, 2026, with the option to extend the term of the Agreement for one additional year for a term not to exceed June 30, 2027, for a total maximum obligation of $1,600,000;

7) Approve and authorize the Chair to sign, competitively-bid, Agreement for Services 7763 with Summitview Child & Family Services, Inc., in support of the MHSA PEI Student Wellness Centers Project, for the provision of dedicated Student Outreach and Engagement Centers in El Dorado County schools, to students seeking mental health education, mental health services, and linkage to community services and outreach, in the amount of $1,428,000, for the term of three years from July 1, 2023, through June 30, 2026, with the option to extend the term of the Agreement for one additional year for a term not to exceed June 30, 2027, for a total maximum obligation of $1,904,000;

8) Approve and authorize the Chair to sign, competitively-bid, Agreement for Services 7764 with Only Kindness, Inc., for the MHSA PEI Veterans Outreach Project,  to provide outreach, case management, educational supports, and access and linkage to housing and treatment programs to Veterans, in the amount of $517,500, for the term of three years from July 1, 2023, through June 30, 2026, with the option to extend the term of the Agreement for one additional year for a term not to exceed June 30, 2027, for a total maximum obligation of $690,000;

9) Approve and authorize the Chair to sign, competitively-bid, Agreement for Services 7765 with Sierra Child and Family Services, Inc., in support of the MHSA PEI Student Wellness Centers Project, for the provision of dedicated Student Outreach and Engagement Centers in El Dorado County schools, to students seeking mental health education, mental health services, and linkage to community services and outreach, in the amount of $1,243,200 for the term of three years from July 1, 2023 through June 30, 2026, with the option to extend the term of the Agreement for one additional year for a term not to exceed June 30, 2027, for a total maximum obligation of $1,657,600;

10) Approve and authorize the Chair to sign, competitively-bid, Agreement for Services 7766 with Tahoe Youth and Family Services, in support of the MHSA PEI Primary Project, for the provision of short-term, individual, non-directive play with a trained school aide for transitional kindergarten through third grade students who are at risk of developing emotional problems, in the amount of $270,000 for the term of three years from July 1, 2023, through June 30, 2026, with the option to extend the term of the Agreement for one additional year for a term not to exceed June 30, 2027, for a total maximum obligation of $360,000;

11) Approve and authorize the Chair to sign, competitively-bid, Agreement for Services 7787 with New Morning Youth and Family Services, Inc., through the MHSA PEI Latino Outreach Project, to engage Latino families in the County by providing greater access to culturally competent mental health services, designed to address isolation in the Spanish-speaking or limited English-speaking Latino adult population, resolve peer and family problems in the Latino youth population, and address community issues resulting from unmet mental health needs, in the amount of $1,200,000 for the term of three years from July 1, 2023, through June 30, 2026, with the option to extend the term of the Agreement for one additional year for a term not to exceed June 30, 2027, for a total maximum obligation of $1,600,000;

12) Authorize the Purchasing Agent to execute amendments relating to these agreements, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amounts or terms of the agreements; and

13)  Authorize the HHSA Director, or Behavioral Health Director, to execute programmatic, administrative, and fiscal documents relating to these agreements.

 

FUNDING:   100% State Mental Health Services Act.

DISCUSSION / BACKGROUND:

In 2004, California voters passed Proposition 63, the MHSA, which imposes a one (1) percent tax on personal income in excess of $1,000,000.  The funds from the tax are distributed to California counties and are intended to transform the Mental Health System into one that is consumer and family driven, recovery-oriented, accessible, culturally competent, and offers services appropriate for the population that is served.

 

MHSA requires counties to develop a three (3) year program and expenditure plan, known as the MHSA Three-Year Program and Expenditure Plan (Plan). The Plan has five components intended to address specific goals for priority populations and other key community mental health needs. The components are Community Services and Supports (CSS), Prevention and Early Intervention (PEI), Innovation (INN), Workforce Education and Training (WET), and Capital Facilities and Technology Needs (CFTN). 

 

In order to create a qualified list of contractors to provide the service components outlined in the MHSA Three-Year Plan for Fiscal Year (FY) 2023-24 through FY 2025-26, HHSA worked with the County’s Procurements and Contracts Division to develop a Request for Qualifications (RFQ) 23-952-052 for MHSA PEI and CSS services. This RFQ closed on April 3, 2023, and all responses were evaluated by a team of three evaluators. On May 5, 2023, following the RFQ evaluation process, 12 services providers were added to the County’s qualified list for MHSA PEI services. Subsequently, following the RFQ process, the following Agreements for Services were negotiated and are being presented for execution to the Board.

 

On May 9, 2023, the HHSA Behavioral Health Division presented the draft Three-Year MHSA Program Expenditure Plan for Fiscal Year (FY) 2023-24 through FY 2025-26 to the El Dorado County Board of Supervisors (23-0591). The finalized MHSA Plan was brought before the Board on June 20, 2023, for adoption (23-0933). The provision of all of the services included in these Agreements were included in the budgeted service components in said MHSA Plan.

 

Agreement Summaries

1)   Agreement 7737: Stanford Youth will deliver PEI Prevention Wraparound services to youth clients by implementing prevention and early intervention strategies for youth and families who are at risk of involvement with or involved in the child welfare system and/or juvenile justice programs, to help youth clients avoid restrictive and expensive placements, including group home placement, psychiatric hospitalization, and youth detention. Stanford Youth has been providing these services for the County since 2019 under prior executed County Agreement.

 

2)   Agreement 7743: Stanford Youth will provide individualized Peer Partner Project services to youth/children clients to advocate on their behalf and provide mental health and support services to children and youth who are at risk of foster care placement, or who are already in foster care, to prevent placement in a higher level of care facility. The project also provides parent partners who are peers that have previously navigated the Child Welfare System. Stanford Youth has been providing these services for the County since 2019 under prior executed County Agreements.

 

3)  Agreement 7759: Big Brothers Big Sisters of Northern Sierra shall administer the MHSA Mentoring for Youth Project with the aim to reduce parental stress and increase parent-child interactions as well as parent-teacher interactions. Contractor shall develop a customized case plan with the parent, teacher, and mentor to target activities that meet the child/youth client’s individual needs. Contractor has been providing these services for the County since 2016 under prior executed County Agreements.

 

4)  Agreement 7760: Infant Parent Center will provide prevention and early intervention efforts through the MHSA PEI Children 0-5 and Their Families Project, with the priority target population being families who are underserved or unserved; without health insurance or with Medi-Cal insurance; isolated; low-income; or have a family member at risk of suicide, school failure or dropout, prolonged suffering, and/or removal of children from their home resulting from untreated mental health concerns. Contractor shall aid children perinatal to age five, and their families, to decrease destructive social conditions, provide linkage to the appropriate level of mental health interventions, reduce family stress, address adjustment difficulties at an early age to increase school success, and connect children and their parents with resources to build protective factors to foster youth resilience and positive mental health. Contractor has been providing these services for the County since 2016 under prior executed County Agreements.

 

5)   Agreement 7762: EDCA Lifeskills, Inc., through the MHSA PEI Older Adult Enrichment Project, will provide outreach and linkage to treatment, free confidential individual peer counseling, and opportunities for social engagement to adults aged 55 and older, to help reduce isolation and improve resiliency among this population. Contractor shall provide these services to older adults to connect them with other needed services, prevent or re-engage after isolation and help cope with issues such as grief, loneliness, and depression often associated with the aging process. Contractor has been providing these services for the County since 2014 under prior executed County Agreements.

 

6)  Agreement 7763: Summitview Child & Family Services Inc., in collaboration with El Dorado County Office of Education (EDCOE), through the MHSA PEI Student Wellness Centers Project, will provide dedicated Student Outreach and Engagement Centers at a minimum of three middle schools and six high schools in the County, to connect students to mental health supports such as, mental health education or services, individual assessments and counseling, outreach and linkage to community resources, and customized trainings with input from school staff, faculty, students and parents. Contractor has been providing these services for the County since 2022, under prior executed County Agreements.

 

7)  Agreement 7764: Only Kindness, Inc., through the provision of MHSA PEI Veterans Outreach Project, will provide annual outreach and linkage to approximately 100 Veterans and their immediate family members, to provide a point of entry for homeless Veterans to connect to and receive needed mental health services, and also assist Veterans with obtaining housing, to aide in reducing the number of homeless Veterans in El Dorado County. Contractor has been providing these services for the County since 2018 under prior executed County Agreements.

 

8)   Agreement 7764: Sierra Child and Family Services, Inc., in collaboration with EDCOE, through the MHSA PEI Student Wellness Centers Project, will provide of dedicated Student Outreach and Engagement Centers in El Dorado County schools at a minimum of three middle schools and six high schools in the County, to connect students to mental health supports such as, mental health education or services, individual assessments and counseling, outreach and linkage to community resources, and customized trainings with input from school staff, faculty, students and parents. Contractor has been providing these services for the County since 2019 under prior executed County Agreements.

 

9)   Agreement 7766: Tahoe Youth and Family Services, through the MHSA PEI Primary Project, will provide school-based services to students of transitional-kindergarten through third grade to enhance their access to mental health services, build protective factors by facilitating successful school adjustment, and target violence prevention as a function of skills training. Contractor has been providing these services for the County since 2016 under prior executed County Agreements.

 

10)    Agreement 7787: New Morning Youth and Family Services, Inc., through the MHSA PEI Latino Outreach Project, will engage Latino families to provide greater access to culturally competent mental health services, to promote mental health, and reduce the stigma regarding and barriers to mental health services, thereby decreasing the mental health/health disparities experienced by the Latino population. Contractor has been providing these services for the County since 2013 under prior executed County Agreements.

 

ALTERNATIVES:  Should the Board decline to approve these recommendations, HHSA would continue to provide non-contracted MHSA PEI services; however, HHSA will be out of compliance with the FY 2023-26 MHSA Plan, and California Proposition 63.

FINANCIAL IMPACT:

There is no Net County Cost associated with this agenda item. These agreements for services are renewals of prior year agreements and continues to be funded with MHSA funding which has been included in the FY 2023-24 to FY 2025-26 MHSA Plan.  Sufficient appropriations were included in the Fiscal Year 2023-24 Budget request for these services and will be included in future budgets for the terms of the agreements.
