DISCUSSION / BACKGROUND:

As authorized under California Health and Safety Code (HSC), Section 120325-120380, which requires immunizations against childhood diseases prior to school admittance in the State of California, the California Department of Public Health (CDPH) allocated funding to Local Health Departments (LHDs) to prevent and control Vaccine-Preventable Diseases (VPDs) in their local jurisdictions. HHSA was allocated Immunization Local Assistance Funding for the purposes of preventing and controlling VPDs in El Dorado County (Agreement No. 22-11034).

 

Under this Immunization Grant, grantees are to implement activities to assess and improve coverage levels in the jurisdiction of all vaccines recommended by the Advisory Committee on Immunization Practices (ACIP) to protect the population, and detect, report, and control VPDs in their jurisdiction.

 

As the primary recipient of the CDPH Immunization Grant, El Dorado County’s HHSA Public Health Division (HHSA PHD) identified service needs within the scope and purpose of the grant and submitted a budget and work plan to CDPH to subaward funds to community partners for the purposes of helping to prevent and control VPDs within the County. EDCOE is a community partner identified in the budget and work plan submitted by HHSA PHD to CDPH to provide childhood immunization services within El Dorado County.

 

Under Agreement for Services 7535, EDCOE shall furnish the personnel, equipment, supplies, travel, and other materials, as needed to: (1) Provide a resource staff person to serve as an Immunization Champion Lead for El Dorado County Schools and will facilitate compliance with California school immunization law as outlined in the California HSC, Sections 120325-120375 and California Code of Regulations Title 17 Division 1, Chapter 4, Subchapter 8; (2) Assist in the training of El Dorado County School Nurses in the CDPH Shots for Schools Program website; (3) Facilitate school immunization reporting through the Shots for Schools reporting website; and (4) Collaborate with the El Dorado County Public Health Immunization Champion to increase school immunization rates including COVID-19 through education, promotion and vaccination clinics.

 

If the CDPH extends the term of the Immunization Local Assistance Grant Agreement (Agreement No. 22-11034), EDCOE may be eligible for a one (1) year extension in Agreement 7535 with no change to compensation or the terms and conditions specified in the Agreement, or as amended, until the maximum end date of June 30, 2025. HHSA recommends the Board approve of this Agreement with EDCOE to improve vaccination coverage levels in local schools, and to allow HHSA PHD to meet the submitted budget and work plan for these services as provided to CDPH.

 

ALTERNATIVES:

Should the Board decline to approve this funding agreement, HHSA would attempt to provide services through existing contracts, however, the work plan and budget submitted to the CDPH for expending these grant funds, including EDCOE as a subrecipient, will need to be modified and resubmitted to the CDPH for approval. This modification may not be approved by the State and could result in grant funding being returned by HHSA to CDPH.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item. Sufficient appropriations were included in the Fiscal Year 2023-24 Budget and will be included in future budgets for the term of the Agreement.
