DISCUSSION / BACKGROUND
The El Dorado County Water Agency (EDCWA) has been an independent agency since 1959. Following the EDCWA’s formation, the County of El Dorado (“County”) provided administrative and various other support services through its departments to the EDCWA. Through its resolutions and agreements, EDCWA’s Board of Directors authorized various services to be provided and EDCWA functions to be performed by the County including those of the Auditor-Controller, General Services, Human Resources, Information Technologies, Insurance, Risk Management, Treasurer/Tax Collector and Worker’s Compensation. In the 2005 timeframe, a Memorandum of Understanding was developed to formalize the arrangement. In order to memorialize and update the nature of the services to be provided by the County to EDCWA, and the method and manner of compensation to the County by EDCWA for providing those services, an updated Services Agreement was approved by the Board on February 14, 2017, with Legistar item 17-0180.
Amendment I to the Services Agreement is being requested to include language in Exhibit A regarding Property Insurance. On October 12, 2022, the EDCWA Board of Directors by Resolution No. WA-16-2022 approved the Agreement (Attachment B).
ALTERNATIVES
The Board of Supervisors could choose to not approve Amendment I to the Services Agreement and direct Human Resources to explore other alternatives.
PRIOR BOARD ACTION
On February 14, 2017, the Board approved item 17-0180 authorizing the Chair to sign a Services Agreement between the County of El Dorado and the El Dorado County Water Agency for the County to provide operation support services as described in the Services Agreement to the El Dorado County Water Agency.

FINANCIAL IMPACT
There is no Net County Cost associated with this Agreement as the County will be reimbursed by EDCWA for the services provided.
