DISCUSSION / BACKGROUND
On December 15, 1998 (Item 80), the Board of Supervisors (Board) of the County of El Dorado adopted the Missouri Flat Area Master Circulation and Funding Plan (MC&FP), which was intended to implement the County’s General Plan and to mitigate the impacts of proposed development in the area.

On September 16, 2008 (Item 36, Legistar 08-1347), the Board adopted Ordinance No. 4785, entitled “Ordinance of the Board of Supervisors of the County of El Dorado Providing For Annual Contributions Towards Missouri Flat Roadway Improvements,” which established the County’s commitment to direct a portion of Property and Sales Tax (tax increment) in the Missouri Flat area for non-residential developments to be used towards the funding of transportation improvements included in the MC&FP’s List of Authorized Facilities.

The MC&FP is a funding source for several Capital Improvement Program (CIP) projects that are needed to accommodate new development in the MC&FP area, which may include new roadways, roadway widenings, roadway intersection improvements, interchange improvements, transit, etc. Developer-driven projects may be required under their respective Development Agreements and/or Conditions of Approval to construct certain improvements in the MC&FP area. In order to be eligible for reimbursement from the special taxes levied within the MC&FP area, said improvements must be included on the List of Authorized Facilities in the MC&FP and would otherwise be constructed by the County rather than by the developer(s).

The proposed MC&FP Reimbursement Guidelines (Guidelines) have been created so that staff can apply uniform guidance when applying the reimbursement requirements to all projects within the MC&FP area...
