Title

Health and Human Services Agency recommending the Board ratify the Chair’s signature on Agreement for Services 7743 with Stanford Youth Solutions doing business as Stanford Sierra Youth & Families (Stanford Youth), for Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) services, in the amount of $1,600,000, noting the amount listed on the original Board approval was incorrectly listed as $1,160,000.

 

FUNDING:  100% State Mental Health Services Act.

DISCUSSION / BACKGROUND:

On June 27, 2023, the Board approved and authorized the Chair to execute competitively-bid, Agreement for Services 7743 with Stanford Youth, to administer services under the MHSA PEI Peer Partner Project to provide Children’s Full Service Partnership services to meet the mental health and support service needs of children, youth and their families engaged in the Child Welfare System through Youth Advocates and Parent Partners, in the amount of $1,200,000, for the term of three years from July 1, 2023, through June 30, 2026, with the option to extend the term of the Agreement for one additional year for a term not to exceed June 30, 2027, for a total maximum obligation of $1,160,000 (File ID 23-1099).

 

Subsequently, the Chair fully executed this Agreement 7743 on June 27, 2023. Upon filing of the fully executed Agreement, HHSA noticed that the maximum obligation of this Agreement ($1,600,000) differed with the approved maximum obligation ($1,160,000) as stated in the Board’s approved Legistar Item (File ID 23-1099, Request #3).

 

Consequently, while the maximum obligation list in the fully executed Agreement 7743 is correct, the data approved in the corresponding Legistar Item request is incorrect, resulting in the maximum obligation of said Agreement to not match the agreement’s authorized maximum obligation. To correct this data error, HHSA is requesting the Board approve the updated maximum obligation as stated in this revised agenda item, and to ratify the Chair’s signature on the Agreement 7743 dated July 27, 2023.

 

ALTERNATIVES:  Should the Board decline to approve these recommendations, the Agreement 7743 with Stanford Youth will have to be amended and brought back to the Board at a later date for retroactive approval and the existing fully executed agreement will not match the Board’s approved signatory maximum obligation.

CAO RECOMMENDATION:

Approve as recommended.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with the Agenda item.  This Agreement for Services is a renewal of a prior year agreement and continues to be funded with Mental Health Services Act funding.  Sufficient appropriations were included in the Fiscal Year 2023-24 Budget, and will be included in future budgets for the term of the Agreement.
