DISCUSSION / BACKGROUND
Prior to the onset of COVID, Placerville Jail offered Moral Reconation Therapy (MRT) to inmates. MRT is a cognitive-behavioral treatment strategy that aims to reduce recidivism by increasing moral reasoning. This service was suspended during the pandemic and the need for it to be re-established was brought forth by the Grand Jury. Previously, Health and Human Services Agency (HHSA) was able to facilitate MRT sessions, however, due to staffing levels this is no longer feasible. EDCOE has trained staff who are able to provide MRT sessions to those in need.

The Sheriff’s Office brought this need the Community Corrections Partnership (CCP) in June and the CCP voted to include funding for the sessions in the FY 2023-24 budget. The cost in FY 2023-24 is expected to be approximately $68,292 and the cost over the three years of the contract is estimated at $205,000. Ideally, CCP will continue to cover these costs for the life of the contract. The Board of Supervisors then approved the CCP budget on June 27, 2023, with Legistar Item 23-0912, which included the first year of costs associated with the contract.

EDCOE will provide the instructors and the supplies needed for the classes which will be held at the Placerville Jail.
