DISCUSSION / BACKGROUND

On July 19, 2022 the Board accepted a $106,663.81 CUPA Protection Trust Fund grant and added the MX908-c portable mass spectrometer to the Fiscal Year (FY) 2022-23 fixed asset list. This grant was awarded specifically for the procurement of an MX-9080c Portable Mass Spectrometer, to be utilized to assist in providing chemical identification during field inspections of regulated facilities and during emergency response activities.

 

The CUPA Forum Trust directly purchased the MX 908 and furnished the equipment, rather than funding, to El Dorado County’s Environmental Management on September 6, 2022. (Attachment B).

 

Due to CUPA’s procurement of the item on behalf of Environmental Management, Environmental Management is requesting  Board approval and acceptance of this item as a fixed asset in accordance with Government Code section 25355.

 

ALTERNATIVES

The Board could decline the donation.

County Counsel reviewed and suggested this course of action.

 

CAO RECOMMENDATION

Approve as recommended.

 

FINANCIAL IMPACT

There is no change to Net County Cost.
